Purpose of the Role
To provide strategic leadership and governance for plant-wide Safety, Health, Environment and IMS functions, ensuring a safe, compliant and resilient operating environment across manufacturing, mining and contractor operations. The role is accountable for statutory compliance, enterprise risk management, incident prevention and investigation, IMS governance, emergency preparedness, contractor safety and safety culture transformation.
Job Responsibilities (KRA)
1) Strategic Safety Governance & Innovation:
Formulate and implement plant-wide safety roadmaps, modern loss-prevention strategies, and innovative safety engineering concepts tailored to large-scale cement manufacturing.
Advise executive plant leadership on safety policy, capital expenditure (CapEx) for risk mitigation, and emerging industry safety benchmarks.
2) Regulatory Affairs & Statutory Liaison:
Serve as the principal authority representing the organization with the Directorate of Industrial Safety & Health (DISH), factory inspectorates, pollution control authorities, and relevant statutory bodies.
Ensure absolute, 100% legal compliance across all factory operations, mining interfaces, and contractor activities.
3) IMS Governance & Audit Leadership:
Lead as the Apex/Core Group Head for the Integrated Management System (IMS), ensuring end-to-end conformance with ISO 45001, ISO 14001, and advanced management system standards.
Spearhead external surveillance audits, comprehensive internal safety audits, and cross-functional technical safety inspections.
4) Incident Investigation & Risk Mitigation:
Chair root cause analysis (RCA) committees for all critical incidents, dangerous occurrences, and high-potential (HIPO) near-misses.
Formulate definitive corrective and preventive action (CAPA) frameworks and present executive-level safety risk summaries to the Board and Plant Head.
Continuously review and standardize enterprise-wide hazard identification, risk assessment (HIRA), and job safety analysis (JSA) procedures.
5) Culture Transformation, Behavior-Based Safety (BBS) & Capability Building:
Drive plant-wide Behavior-Based Safety (BBS) programs to shift workforce mindsets from reactive compliance to proactive interdependence.
Oversee dynamic employee engagement platforms, including safety reward and recognition systems, safety exhibitions, competitions, and targeted suggestion schemes.
Direct enterprise mock drills, disaster management plans, and off-site/on-site emergency preparedness protocols.
6) Operational Safety Oversight & Resource Management:
Preside over central safety committee meetings and monitor plant-level safety gate meetings.
Govern the technical evaluation, qualification, procurement, and strict implementation of high-performance Personal Protective Equipment (PPE).
Implement rigorous contractor safety management systems (CSMS) ensuring outsourced personnel adhere to plant safety protocols.
Direct, mentor, and evaluate the internal plant safety team, fostering technical capability and operational excellence.
Job Requirements (KPI)
Experience: 15 to 20 years of progressive experience in Industrial Safety and Statutory Compliance, with at least 5 to 7 years in a senior leadership capacity within a large-scale heavy manufacturing plant (cement, steel, power, chemical, or continuous process industry). Must possess proven hands-on experience in managing regulatory compliance and liaison with Gujarat Government authorities—specifically the Directorate of Industrial Safety & Health (DISH), GPCB, and the Inspectorate of Factories—with an established professional rapport in these statutory offices.
