Purpose of the Role
To lead and manage the maintenance activities of all Central Utility facilities, ensuring maximum equipment availability, reliability, safety, and operational efficiency. The role is responsible for preventive, predictive, breakdown, and shutdown maintenance of utility assets supporting steel plant operations.
Job Responsibilities (KRA)
Utility Maintenance Management
- Lead maintenance activities for all utility systems including:
- Air Compressors & Compressed Air Network
- Industrial Gas Distribution System
- Cooling Water System
- Pump Houses & Water Treatment Systems
- Fire Water Network
- Chillers & HVAC Systems
- Boilers & Steam Distribution Systems (if applicable)
- Diesel Generator Sets
- Utility Piping Networks
- Effluent & Sewage Treatment Facilitie
- Cooling Towers
- Hydraulic & Pneumatic Utility Systems
Reliability & Asset Management
- Develop and implement preventive and predictive maintenance programs.
- Improve equipment reliability through condition monitoring techniques.
- Conduct Root Cause Analysis (RCA) for critical failures.
- Drive initiatives to improve Mean Time Between Failures (MTBF) and reduce Mean Time To Repair (MTTR).
- Establish reliability-centered maintenance practices.
Shutdown & Turnaround Management
- Plan and execute annual shutdowns and major overhauls.
- Ensure availability of manpower, spares, tools, and contractors.
- Monitor shutdown schedules and ensure timely completion.
Maintenance Planning & Execution
- Prepare annual maintenance budgets and monitor expenditure.
- Develop weekly and monthly maintenance schedules.
- Ensure effective utilization of maintenance resources.
- Coordinate with operations teams for planned maintenance activities.
Spare Parts & Inventory Management
- Monitor critical spare inventory levels.
- Optimize inventory without impacting plant reliability.
- Coordinate with procurement for timely availability of spare parts and consumables.
- Develop critical equipment spare strategies.
Safety, Health & Environment
- Ensure strict compliance with company EHS standards.
- Conduct safety audits, risk assessments, and toolbox talks.
- Promote safe work practices during maintenance activities.
- Ensure compliance with statutory and environmental regulations.
Team Leadership
- Lead, mentor, and develop maintenance engineers, supervisors, and technicians.
- Conduct performance reviews and competency development programs.
- Build a culture of ownership, accountability, and continuous improvement.
Continuous Improvement
- Implement TPM, Kaizen, Lean Maintenance, and Reliability Improvement initiatives.
- Identify opportunities for energy conservation and utility cost optimization.
- Benchmark maintenance practices against industry standards.
Contractor Management
- Manage maintenance contractors and service providers.
- Evaluate contractor performance and ensure adherence to safety and quality standards.
- Verify work completion and certification of bills.

Experience :
- 10+ years of experience in maintenance of utility systems in Steel, Metals, Power, Cement, Petrochemical, Fertilizer, or Heavy Process Industries.
- Minimum 5 years in a leadership role managing utility maintenance teams.
- Experience in large integrated steel plants preferred.
Location: Oman
Educational Qualification: B.E./B.Tech/ Diploma in Mechanical Engineering. Additional certifications in Maintenance Management, Reliability Engineering, TPM, Predictive Maintenance, or Asset Management will be an advantage
